On August 7, at the construction site of Ruihong Chemical Co., Ltd. in the Kaifeng Fine Chemical Industrial Development Zone, several hundred workers were stepping up efforts to accelerate progress, with sparks from electric welding flying and splattering at the pipeline joints.
Zhang Xingfu, General Manager of Kaifeng Ruihong Chemical Co., Ltd., told reporters that the project has now reached a critical milestone: three production units and their associated supporting facilities are currently under simultaneous construction, with nearly 400 workers on site.
The main equipment for the phthalic anhydride unit has been delivered and installation has commenced, with 75% of the structural framing completed. On the first floor of the plasticizer workshop, the equipment has been installed, and 80% of the primary structural framework is in place. Fabrication of the structural framework for the resin unit has begun, and most of the equipment has been completed. According to the installation schedule, upon completion of piping,purging and commissioning will be carried out as soon as possible to complete preparatory activities, ensuring completion by the end of November and start-up in December.
According to available information, the project has a total investment of RMB 5 billion, with the first phase covering 200 mu of land. Upon commissioning, its phthalic anhydride capacity will rank first nationwide, its plasticizer capacity will rank second nationwide, and its annual output value is expected to exceed RMB 10 billion.
“It used to take two or three people to operate a single production line, but once this new system is fully operational, 19 production lines will be managed from the central control building, and the entire plant area will be virtually unmanned,” said Zhang Xingfu.
“One of the units assembled at the plant is the phthalic anhydride unit, which is also one of the company’s key products. From the installation of the production equipment to the execution of the core process, we achieved domestic localization, enabling us to produce the largest single-unit capacity in the country.” Zhang Xingfu told reporters with pride that this technology had previously been monopolized by foreign firms, but now they no longer have to rely on others in this field.

Kaifeng Ruihong Chemical Co., Ltd. is a controlling subsidiary of Kaifeng Jiuhong Chemical Co., Ltd. This project is not only the seventh batch of “Three Groups” signed projects at the provincial level, but also represents the overall extension of Jiuhong Chemical’s industrial chain. Previously, three phases of the company’s projects were also included as “Three Groups” signed projects.
Zhang Xingfu stated that, following the commissioning of the new project, annual production capacity will reach 320,000 tonnes of phthalic anhydride, 60,000 tonnes of plasticizers, and 200,000 tonnes of resins, in addition to a 60,000-tonne multi-product unit. The company has also developed high-temperature and high-pressure-resistant products such as air circuit breakers, and is proactively planning its industrial development strategy around “strengthening, extending, and supplementing the industrial chain,” continuously enhancing its R&D capabilities and steadily expanding the industrial value chain.
